Rural Colorado Energy Corridors: Pawnee, Rush Creek, San Luis

Xcel's Colorado Power Pathway is a 550-mile, 345 kV loop under construction across the eastern plains. The Pawnee–Daniels Park segment cuts through Morgan, Washington, Elbert, and Douglas counties and is anchored on the existing Pawnee switchyard.

Property impact: parcels within a half mile of the corridor centerline are actively being optioned by solar developers because point-of-interconnection studies come back in months rather than years. Parcels directly under the easement are trading at 55–70% of comparable unencumbered ground.

Rush Creek (600 MW) and Cheyenne Ridge (500 MW) share a 90-mile 345 kV gen-tie back to Pawnee. Combined, they have anchored more than $2B of ratepayer-recoverable investment in Cheyenne, Kit Carson, and Lincoln counties.

Property impact: lease payments for turbine sites in Kit Carson County are running $8,000–$12,000 per turbine per year with 25-year terms. Neighboring non-participating parcels have seen 3–8% comparable-sale premiums attributed to improved road infrastructure and property-tax abatement side benefits.

The SLV 230 kV switchyard in Alamosa County is the bottleneck for over 1 GW of proposed solar across Saguache, Costilla, and Conejos counties. A proposed 345 kV upgrade tied to the Pathway would unlock roughly another 800 MW.

Property impact: option payments on unimproved SLV land near a substation range from $50 to $200 per acre per year, with take-out at $2,500–$5,000 per acre if the project moves to construction. Water-poor parcels are increasingly worth more as solar host land than as grazing land.
